Designer limbs must "represent personality as well as physicality," Summit said recently from his work space on the upper floor of a light-dappled building near downtown San Francisco.

"The thought was, if it was beautifully sculpted and crafted, it would change ? the way the person actually perceives their own body and, hopefully, it would then change the way society sees amputees."

Modern prosthetic engineering ? cutting-edge suspension hardware on titanium rods and carbon graphite sprinting legs ? has done wonders for utility but little to reference the human form. And to some amputees, attempts to mimic the real thing ? flesh-toned silicone limbs, complete with fake veins ? just don't seem right.

Summit's company, Bespoke Innovations, takes off-the-shelf prosthetics with the latest advances and surrounds them in personalized "fairings," a term borrowed from the shapely casings that reduce drag on motorcycles.

His clients tend to be young and image-conscious ? wounded military personnel and injured motorcyclists are prominent. To spread the word about the emerging design field, Summit is collaborating with celebrity amputees, among them Paralympic record-setter Aimee Mullins, who changed the conversation when she walked down a London fashion runway 14 years ago in designer legs carved from solid ash.

"What Scott's onto is taking something that was ... at best functional and elevating it to something that is coveted by people who have legs of flesh and bone," said Mullins, 36, who was born without fibulae and had both legs amputated in infancy. "A prosthetic limb doesn't represent the need to replace loss anymore. It can stand as a symbol that the wearer has the power to create whatever it is that they want to create in that space."

The model and actress declined to spill the design details of her collaboration with Summit but promised that the newest legs for her collection would be beautiful.

(AP) ? President Barack Obama's health care law would not automatically collapse if the Supreme Court strikes down the unpopular requirement that most Americans carry medical insurance or face a penalty.

The overhaul could still lurch ahead without that core requirement, experts say. But it would be more like a clunky collection of parts than a coherent whole.

That would make an already complicated law a lot harder to carry out, risking repercussions for a U.S. health care system widely seen as wasteful, unaffordable and unable to deliver consistently high quality.

Premiums could jump for people buying coverage individually, and for small businesses. That's because other provisions of the law require insurance companies to accept people with health problems, and limit the premiums that can be charged to older adults.

Sooner or later, the dilemma of the nation's 50 million uninsured would land back on the doorstep of Congress.

During Tuesday's oral arguments, the Supreme Court's conservative justices fired off sharp, skeptical questions about the constitutionality of the mandate, fanning speculation that it may not withstand review.

It's unclear what the court will do in the end, whether it will let the law stand or strike the whole thing down, or invalidate only the mandate.

The insurance requirement is unprecedented in federal law, but it is not the only lever for expanding coverage in Obama's legislation.

"The hyperbolic language that is being used about this is way over the top," said economist Gail Wilensky, who ran Medicare and Medicaid under President George H.W. Bush. The mandate "is important, but not that important. There are other strategies to encourage people to purchase health insurance."

If the mandate only is struck down, the law's Medicaid expansion would still be carried out under a separate provision. The Medicaid expansion also is being challenged, but no lower court has found it objectionable.

Starting in 2014, Medicaid would provide health insurance to over half the estimated 30 million people receiving coverage as a result of the law, mainly childless adults living near poverty.

Another provision in the law provides government subsidies for many middle-class people to purchase individual policies, also available starting in 2014. Those subsidies, which have not been challenged, would probably entice many to buy a plan.

And yet another part of the law imposes fines on medium-sized and large employers who do not provide coverage to their workers.

Still, various economic studies have projected that without the mandate ten million to 15 million people who would have been covered instead will remain uninsured.

Wilensky said the government would have options. It could impose penalties on people who postpone getting health insurance until they have a medical problem, higher premiums for instance.

"You don't have to buy health insurance, but we're going to make you pay for the cost you're imposing on the rest of us," said Wilensky. That's the approach Medicare uses ? successfully ? to get seniors to buy outpatient and prescription coverage.

If the Supreme Court strikes down the mandate, the Obama administration and the insurance industry have asked the justices to also invalidate consumer protections such as the law's ban on denying coverage to people with pre-existing health problems. Unless everybody is required to be in the pool, they argue, those safeguards won't work as intended, and could destabilize the insurance market.

Experts debate whether or not such a dire consequence will come about ? or if coverage will just get even more expensive than it already is.

"Without a mandate the law is a lot less effective," says MIT economist Jonathan Gruber, who advised the Obama administration and, earlier on, then-Massachusetts Gov. Mitt Romney, who put such an insurance mandate in that state's health care law. "The market will not collapse, but it will be a ton more expensive and cover many fewer people."

Hartford Financial exiting annuity business

(AP) ? Hartford Financial Services Group Inc. is exiting the annuity business so it can focus on its property and casualty insurance, group benefits and mutual funds businesses.

Its shares rose more than 6 percent in premarket trading.

The announcement on Wednesday comes a little over a month after hedge fund manager John Paulson urged Hartford to spin off its property and casualty insurance business. At that time Hartford said that it would review Paulson's plan, but warned that a breakup wouldn't be easy.

Hartford said that it will stop new annuity sales on April 27 and anticipates taking a $15 million to $20 million after-tax charge in the second quarter. Annual run-rate expenses are expected to decline by about $100 million, before taxes, starting next year.

Paulson's hedge fund, Paulson & Co. Inc., owns an 8.4 percent stake in Hartford. A representative for the hedge fund could not be immediately reached for comment.

Hartford Financial also said it is looking to sell or pursue other options for its individual life, Woodbury Financial Services and retirement plans but that it will continue to write new business in those areas.

Its shares rose $1.34, or 6.2 percent, to $23.05 in premarket trading.

The Hartford, Conn., company said its decision to exit the annuity business came after a board evaluation that was conducted over the past several quarters that ended this week. Annuities, which are a popular component of retirement plans, enable individuals to invest and get payments at a later date or series of dates.

In February, Hartford reported that earnings for its individual annuity business fell to $86 million in the fourth quarter, down from $96 million in the prior-year period.

"The Hartford's sharper focus will lead to an organization that, over time, will be positioned for higher returns on equity, reduced sensitivity to capital markets, a lower cost of capital and increased financial flexibility," President and CEO Liam McGee said in a statement.

Christopher Swift, executive vice president and chief financial officer, said in a statement that the individual life, Woodbury Financial Services and retirement plans "will be better positioned for success as part of other organizations."

Holding a gun makes you think others are too, new research shows

ScienceDaily (Mar. 21, 2012) ? Wielding a gun increases a person's bias to see guns in the hands of others, new research from the University of Notre Dame shows.

Notre Dame Associate Professor of Psychology James Brockmole, who specializes in human cognition and how the visual world guides behavior, together with a colleague from Purdue University, conducted the study, which will appear in an upcoming issue of the Journal of Experimental Psychology: Human Perception and Performance.

In five experiments, subjects were shown multiple images of people on a computer screen and determined whether the person was holding a gun or a neutral object such as a soda can or cell phone. Subjects did this while holding either a toy gun or a neutral object such as a foam ball.

The researchers varied the situation in each experiment -- such as having the people in the images sometimes wear ski masks, changing the race of the person in the image or changing the reaction subjects were to have when they perceived the person in the image to hold a gun. Regardless of the situation the observers found themselves in, the study showed that responding with a gun biased observers to report "gun present" more than did responding with a ball. Thus, by virtue of affording the subject the opportunity to use a gun, he or she was more likely to classify objects in a scene as a gun and, as a result, to engage in threat-induced behavior, such as raising a firearm to shoot.

"Beliefs, expectations and emotions can all influence an observer's ability to detect and to categorize objects as guns," Brockmole says. "Now we know that a person's ability to act in certain ways can bias their recognition of objects as well, and in dramatic ways. It seems that people have a hard time separating their thoughts about what they perceive and their thoughts about how they can or should act."

The researchers showed that the ability to act is a key factor in the effects by showing that simply letting observers see a nearby gun did not influence their behavior; holding and using the gun was important.

"One reason we supposed that wielding a firearm might influence object categorization stems from previous research in this area, which argues that people perceive the spatial properties of their surrounding environment in terms of their ability to perform an intended action," Brockmole says.

For example, other research has shown that people with broader shoulders tend to perceive doorways to be narrower, and softball players with higher batting averages perceive the ball to be bigger. The blending of perception and action representations could explain, in part, why people holding a gun would tend to assume others are, too.

"In addition to the theoretical implications for event perception and object identification, these findings have practical implications for law enforcement and public safety," Brockmole says.

Nothing is impossible in medicine, but you are really too young to have a squamous cell carcinoma, in the circumstances which you describe. The other two main types of skin tumour, malignant melanoma and basal cell carcinoma, do not often affect the penis. Cancer is diagnosed for positive reasons, ? not by exclusion, 'because it can't be anything else.' You don't seem to have any positive reasons to diagnose cancer.I don't really know what else to say to convince you.
